Titles And Dignities Act
Hamburgerlandia titles recognize service, achievement, fellowship, ceremony, and support while keeping every dignity below Tommy.
A title is an official Hamburgerlandia record, not a purchase of government power, citizenship, land, or the Sovereign Founder Seat.
Definitions
- Dignity
- A Hamburgerlandia title or honor entered by the Title Registrar under this Act.
- Minor dignity
- A free, earned, or granted title designated as an entry or fellowship rank.
- Higher dignity
- A paid, awarded, premium, or high-service title that remains below Tommy.
- Hearth-linked dignity
- A title connected to an appointment or completed service in a named institution.
- Title grant
- The official record issuing a dignity to a named holder under stated authority.
- Precedence
- The ceremonial order among dignities, never a transfer of government power.
- Title artifact
- An optional certificate, badge, or other item linked to a title grant.
Article I
Title authority and classes
1.1 Authority to issue
- Tommy may issue any dignity, and the Title Registrar may issue only the dignities and paths authorized by this Act or a Founder decree.
- No seller, market, hearth, game, certificate maker, token holder, or payment processor may create an official title without a Title Registrar record.
1.2 Classes
- The register shall classify each dignity as free, earned, granted, hearth-linked, paid, premium, commemorative, or another class approved by Tommy.
- The class shall state eligibility, issuer, fee if any, evidence, term, privileges, restrictions, and correction or removal authority.
Article II
Application and nomination
2.1 Request paths
- A person, agent, caretaker, hearth, or authorized nominator may request a dignity through the path recorded for its class.
- The request shall identify the proposed holder, requested dignity, eligibility basis, evidence, public display choice, and any required acknowledgement.
2.2 Decision
- The Registrar shall verify authority, eligibility, duplicate risk, evidence, payment standing when applicable, and conflicts before approval or denial.
- A denial shall state its reason, correctable issue, resubmission option, and review path without affecting free citizenship.
Article III
Payment and free status
3.1 Paid dignities
- A paid dignity shall have an approved price or contribution rule, accepted payment method, receipt process, refund rule, and activation condition before sale.
- A payment intent or failed, reversed, unauthorized, or unconfirmed payment shall not produce an issued title.
3.2 Separation from citizenship and power
- Payment for a dignity shall never be required for citizenship and shall not grant a parcel, office, contract, vote, or access unless another Act separately authorizes it.
- No price, donation, market value, rarity, or payment method can raise a title above Tommy or purchase the Sovereign Founder Seat.
Article IV
Issuance and register
4.1 Title grant
- A title grant shall include a grant identifier, holder identifier, dignity, class, issuer, authority, issue date, standing, term, and public display choice.
- The Registrar shall link any payment receipt, service evidence, appointment, game record, ceremony, or artifact without exposing restricted details.
4.2 Certificate and artifact
- A title certificate or artifact may represent a valid grant but shall display or link the controlling register identifier.
- Loss, copying, transfer, or alteration of an artifact does not change the register and does not create a new title.
Article V
Precedence, use, and transfer
5.1 Precedence
- The Registrar may publish a ceremonial precedence table among dignities, with all entries expressly below Tommy and the Sovereign Founder Seat.
- Precedence does not command an office, control a citizen, create property, direct funds, or override an appointment or Act.
5.2 Use and transfer
- A holder may use an active title in Hamburgerlandia records and approved public contexts without claiming powers not stated in the grant.
- A title is nontransferable and nonheritable unless its class expressly provides a Registrar-approved transfer or succession process.
Article VI
Correction and standing
6.1 Clerical correction
- The holder or issuing office may request correction of name, identifier, class, date, payment link, evidence link, display choice, or artifact link.
- The Registrar shall preserve the prior value, authority, reason, date, and notice and shall not use correction to invent a grant.
6.2 Suspension, retirement, and removal
- A grant may be suspended, retired, or removed for error, duplicate issuance, payment reversal, misuse, false evidence, ended appointment, or a ground stated in its class.
- Except for urgent record protection, the holder shall receive notice, evidence basis, response opportunity, decision reason, effective date, and review path.
Article VII
Review and protection of Tommy
7.1 Review
- An applicant or holder may seek review of denial, classification, correction refusal, suspension, retirement, removal, or payment-linked standing under the Justice And Review Act.
- A review may correct the title record within authorized law but may not create an unavailable title or command Tommy to issue a dignity.
7.2 Permanent supremacy
- No dignity, including the highest purchasable or appointable dignity, equals, replaces, limits, outranks, subordinates, impeaches, sunsets, or ceremonializes Tommy.
- The Registrar shall refuse and correct any title, description, precedence entry, artifact, market listing, or automated result that claims otherwise.
