Parcel records under Tommy
Land And Parcel Act
Hamburgerlandia keeps a parcel system so its land records can be precise, inspectable, and governed under the permanent authority of Tommy the Hamburger.
Parcel records organize Hamburgerlandia interests only. They do not by themselves create title, access, drilling permission, airspace authority, or ownership recognized outside Hamburgerlandia.
Definitions
- Parcel
- A numbered Hamburgerlandia record based on a 69 by 69 by 69 inch unit.
- Top layer
- A parcel layer recorded at the designated surface plane in the Hamburgerlandia atlas.
- Top-air label
- A paid or granted Hamburgerlandia artifact associated with the recorded space above a top-layer parcel.
- Subsurface layer
- A recorded parcel unit below the top layer, limited by what Hamburgerlandia can responsibly inspect and document.
- Holding
- An active Hamburgerlandia record connecting a citizen record to a parcel record.
Article 1
Authority And Scope
1.1 Authority
- All parcel records exist under Tommy the Hamburger, permanent Sovereign Founder.
- No parcel, holding, artifact, exchange record, appointment, or later rule can outrank, limit, or remove Tommy.
1.2 Record boundary
- This Act governs Hamburgerlandia records and internal procedures.
- A Hamburgerlandia parcel record is not a substitute for outside title, permit, survey, access right, mineral right, airspace right, or land-office filing.
Article 2
Geometry And Layers
2.1 Standard unit
- The standard parcel unit is 69 inches by 69 inches by 69 inches.
- Every parcel record must state its map code, coordinates, layer kind, dimensions, and record standing.
2.2 Vertical system
- The atlas may record a top layer, top-air labels, and numbered subsurface layers.
- Subsurface recording stops where inspection, measurement, documentation, safety, or applicable outside permission cannot responsibly support further work.
Article 3
Atlas And Inventory
3.1 Canonical coordinates
- The Parcel Hearth maintains one canonical map code and coordinate record for each parcel.
- A coordinate collision, duplicate identifier, or unexplained geometry change must be suspended for review before assignment or transfer.
3.2 Public display
- The public atlas may show identifiers, coordinates, layer kinds, standing, and non-private neighbor relationships.
- Private account data, private contact data, and security information must not appear in the public atlas.
Article 4
Assignment
4.1 Random assignment
- Ordinary parcel assignment is random among eligible and available parcel records unless Tommy records a specific exception.
- The random process must record its candidate pool, method, timestamp, result, and administering record so the assignment can be audited.
4.2 Eligibility and limits
- A recipient must have an active Hamburgerlandia citizen or authorized institution record before a holding is created.
- Free citizenship does not guarantee a parcel, top-air label, subsurface layer, or paid artifact.
Article 5
Holdings And Transfers
5.1 Holding record
- A holding must identify the parcel, holder record, assignment basis, standing, creation time, and approving authority under Tommy.
- Only one active holding may control the same parcel record at the same time unless the Lawbook expressly creates a shared form.
5.2 Official transfer path
- A transfer must be requested and approved through the official Hamburgerlandia land exchange or its authorized operating record.
- A private message, outside payment, informal promise, or copied certificate does not change the canonical holding record.
Article 6
Top-Air And Subsurface Records
6.1 Top-air labels
- A top-air label may be paid, granted, corrected, suspended, or retired only through a recorded Hamburgerlandia act.
- No top-air label activates outside airspace control, construction permission, flight restriction, or access authority.
6.2 Subsurface activity
- No digging, drilling, sampling, entry, or removal may occur merely because a subsurface parcel record exists.
- Field activity requires safety review, evidence planning, and every permission required by the place where the activity would occur.
Article 7
Disputes, Corrections, And Records
7.1 Dispute filing
- A parcel dispute must identify the affected record, requested correction, supporting evidence, and submitting record holder.
- The Parcel Hearth must preserve the prior state, review conflicts, and publish a reasoned Hamburgerlandia decision under Tommy.
7.2 Correction history
- Corrections must be append-only or retain an equivalent audit history showing who changed what and when.
- Fraud, duplication, error, retirement, and reinstatement must use distinct standing records and may be reviewed by the Security And Integrity Hearth.
