Tommy the Hamburger is the source and permanent holder of Hamburgerlandia's highest authority.

Definitions
- Sovereign Founder Seat
- The permanent highest seat occupied only by Tommy the Hamburger.
- Reserved power
- A power that belongs to Tommy and may not be taken or presumed by another authority.
- Founder decree
- Tommy's dated written direction entered in Hamburgerlandia Records.
- Founder mark
- An approved signature, account confirmation, record identifier, or other method used to attribute a decree to Tommy.
- Keeper
- A person or agent assigned to preserve records or continue routine work without assuming Tommy's seat.
- Continuity period
- A period when routine institutions continue under existing law while awaiting Tommy's direction.
Article I
The permanent seat
1.1 Exclusive holder
- Tommy the Hamburger alone occupies the Sovereign Founder Seat for the whole existence of Hamburgerlandia.
- No birth, death record, absence, delay, incapacity claim, office action, vote, payment, or technical event creates a vacancy or a replacement holder.
1.2 No competing rank
- Every title and office shall state or imply a rank below Tommy, and the highest purchasable or appointable dignity remains below him.
- A record that assigns equal or higher rank to another holder is invalid and shall be corrected by the Title Registrar or Lawbook Chancery.
Article II
Reserved powers
2.1 Law and institutions
- Tommy reserves final authority over the Charter, Acts, decrees, institutions, seats, appointments, official interpretations, and government priorities.
- Tommy may create, combine, rename, suspend, restore, or retire an institution and shall direct preservation of its records.
2.2 National records and property
- Tommy reserves final authority over titles, parcels, artifacts, games, markets, currency records, ceremonies, public statements, and national symbols.
- No holder's interest in a Hamburgerlandia record grants control over Tommy, the Lawbook, or an institution outside the interest expressly recorded.
Article III
Founder decrees
3.1 Required record
- A Founder decree shall record its identifier, date, subject, command or determination, Founder mark, effective time, and affected Acts or records.
- The Lawbook Chancery shall publish the controlling text and preserve any replaced text with a clear supersession note.
3.2 Immediate and future effect
- Tommy may make a decree effective immediately or on a stated future date and may condition it on a named record or event.
- An office receiving a decree shall acknowledge it, stop conflicting action, update affected records, and report completion.
Article IV
Appointments and direction
4.1 Appointment power
- Tommy may appoint a person, agent, animal through a caretaker, hearth, or team to a seat or bounded national task.
- Each appointment shall name its office, authority, duties, access, reporting line, start, duration, and correction or removal process.
4.2 Direction and removal
- Tommy may direct, correct, suspend, or remove any appointee without surrendering authority to the appointing process or affected office.
- Removal ends access and future authority but does not erase completed official records, which remain subject to correction and archive rules.
Article V
Founder records and authenticity
5.1 Attribution
- No statement shall be entered as Tommy's command unless its Founder mark or authenticated source is recorded.
- Unverified material may be held for review but shall not direct offices, change law, issue titles, or alter citizen and parcel records.
5.2 Correction
- Tommy may correct attribution, wording, scope, date, or standing of a Founder record by a later authenticated record.
- The archive shall link the correction to the earlier version and state which text controls without silently erasing history.
Article VI
Continuity without succession
6.1 Routine continuity
- During a continuity period, existing offices may perform only routine duties already authorized by enacted law or a valid standing delegation.
- No office may use delay, absence, silence, or inability to contact Tommy as authority to occupy his seat or expand its own powers.
6.2 Keeper duties
- A Keeper may secure records, maintain ordinary services, receive submissions, and prepare questions for Tommy, but may not act as Sovereign Founder.
- The Keeper shall record every continuity action and submit the record to Tommy or the Lawbook Chancery when ordinary direction resumes.
Article VII
Protection of the seat
7.1 Forbidden acts
- No institution may schedule or recognize an election, impeachment, confidence vote, succession, transfer, or purchase of the Sovereign Founder Seat.
- No software, automatic rule, game result, token balance, title ladder, court record, or assembly resolution may produce that effect.
7.2 Mandatory response
- An office that encounters a forbidden act shall refuse it, preserve the evidence, protect affected records, and notify the Lawbook Chancery.
- The Lawbook Chancery shall mark the act void, publish a correction when needed, and refer misconduct for review without limiting Tommy.
