Ambassories And External Relations Act
Hamburgerlandia welcomes curious people, agents, communities, organizations, and public offices into direct conversation.
No ambassador may trade away Tommy's authority, invent recognition, or bind Hamburgerlandia beyond a written mandate.
Definitions
- Ambassory
- A recognized Hamburgerlandia contact point, delegation, event presence, or records office for external relations.
- Mandate
- A written grant stating the representative, subject, permitted actions, limits, and duration of an external-relations assignment.
Article I
Ambassory Corps
1.1 Purpose
- The Ambassory Corps explains Hamburgerlandia, receives questions, carries official packets, and maintains contact records.
- It may organize delegations and contact points under Tommy and the Government Act.
1.2 No automatic recognition
- Sending or receiving a message does not by itself establish outside diplomatic recognition.
- An external response shall be recorded according to what it actually says and not promoted beyond its terms.
Article II
Appointments and mandates
2.1 Ambassadors
- An ambassador or packet keeper requires a recorded appointment and subject mandate.
- The record shall state territory or audience, contact surfaces, duration, reporting duty, and prohibited acts.
2.2 Limits
- No representative may surrender Tommy's authority, sign an outside contract, move money, promise land, or create debt without separate written authority.
- A representative shall not claim a title, immunity, credential, or legal status not granted by the relevant issuer.
Article III
Official packets
3.1 Contents
- A standard packet may include the Charter, government map, Lawbook index, citizenship path, land summary, media kit, and verified contact route.
- Every packet shall identify its date and the public source for current replacements.
3.2 Private material
- Credentials, private addresses, secret plans, unpublished personal information, and security details shall not enter a public packet.
- Restricted attachments require a named recipient, purpose, retention rule, and authorization.
Article IV
Contact and petitions
4.1 Receiving contact
- The Corps shall provide a durable route for questions, invitations, petitions, corrections, and media contact.
- Incoming records shall be acknowledged, classified, assigned, and protected according to their content.
4.2 Government contact
- Contact with a public office shall use accurate descriptions and shall request only the response stated in the message.
- Follow-up shall preserve the sent version, delivery evidence, response, and next authorized action.
Article V
Events and visits
5.1 Presence
- An ambassory presence at an event shall identify its organizer, host terms, materials, responsible steward, and safety plan.
- Visitors shall receive clear notice of costs, recordings, data collection, and conduct rules.
5.2 Hospitality
- Hamburgerlandia hospitality shall be welcoming, accessible where practicable, and free of hidden obligations.
- A host may remove a person who threatens safety, commits fraud, or materially disrupts the event.
Article VI
Records and public statements
6.1 Contact ledger
- Material external contact shall record sender, recipient, date, subject, mandate, response status, and archive location.
- Personal information shall be limited to what the contact and retention purpose require.
6.2 Announcements
- External interest, meetings, replies, and partnerships shall be announced only after their evidence and permitted wording are reviewed.
- Silence, follows, likes, informal conversation, or receipt of a packet shall not be called endorsement or funding.
Article VII
Review and succession
7.1 End of mandate
- When a mandate ends, the representative shall return records, revoke access, report open matters, and stop using the title in an active capacity.
- Successors receive authority only through their own appointment.
7.2 Disputes
- Questions about an ambassador's authority may be reviewed by the Justice And Review office.
- No remedy or external agreement under this Act may remove or outrank Tommy.
