Fieldworks And Physical Records Act
Hamburgerlandia may pursue physical acts, places, markers, recordings, and works only with evidence and careful respect for the outside world.
A bold national target does not erase property rights, safety duties, permits, weather, access rules, or the difference between a plan and a completed act.
Definitions
- Fieldwork
- A physical visit, survey, measurement, recording, placement, construction, flight, excavation, collection, or related on-site act.
- Field packet
- The approved purpose, location, people, permissions, safety controls, equipment, schedule, evidence plan, and closeout record for fieldwork.
Article I
Authorization
1.1 Field packet required
- No official fieldwork begins without a field packet approved by the responsible office.
- The packet shall identify the exact action, location, lead, participants, time window, equipment, and stop conditions.
1.2 Outside permission
- Required owner, host, aviation, environmental, construction, access, filming, or public authority permission shall be obtained before the governed act.
- Hamburgerlandia records do not substitute for permission required by an outside authority.
Article II
Safety
2.1 Risk review
- The lead shall review terrain, weather, traffic, water, structures, tools, batteries, communications, medical needs, and participant ability.
- A material unplanned hazard requires pause, withdrawal, or a new approval.
2.2 No coercion
- Participants may stop when they reasonably believe conditions are unsafe.
- No title, citizenship, payment, or promised recognition may be used to force unsafe work.
Article III
Survey and evidence
3.1 Measurements
- Measurements shall record method, device, time, coordinate basis, uncertainty, and operator.
- Maps and claims shall distinguish measured, estimated, proposed, and outside-source information.
3.2 Evidence custody
- Photos, video, samples, notes, and device records shall receive dates, filenames, provenance, and an archive location.
- Material edits shall preserve the original or document the transformation.
Article IV
Structures and markers
4.1 Placement
- A marker, sign, prefab object, or structure requires lawful access, stability, removal planning, and any required permit.
- A concept image or staged object shall not be described as a completed government building.
4.2 Stewardship
- The responsible office shall inspect, maintain, secure, or remove a Hamburgerlandia placement as conditions require.
- Abandoned material, litter, contamination, or avoidable damage is prohibited.
Article V
Drones, digging, and collection
5.1 Controlled activities
- Drone operations, drops, digging, drilling, sampling, and artifact collection require specific authority in the field packet.
- The operator shall obey equipment, airspace, land, environmental, archaeological, and safety rules that apply.
5.2 Finds
- A possible discovery shall be left safe, located, photographed, and reported before ownership or value claims are promoted.
- Discovery records shall follow the Land And Parcel Act and Discovery Claim Act.
Article VI
Filming and people
6.1 Recording notice
- Planned participants shall receive notice of filming purpose, intended publication, and contact for corrections or consent questions.
- Private or sensitive people and locations shall receive additional protection appropriate to the circumstances.
6.2 Public portrayal
- Edited media shall not fabricate permission, completion, scale, danger, discovery, or outside recognition.
- Safety-sensitive details may be withheld while the public record still states that a limitation exists.
Article VII
Closeout and review
7.1 Closeout
- The field lead shall record work completed, evidence captured, costs, incidents, deviations, remaining duties, and final site condition.
- Failed or canceled work shall retain enough evidence to prevent the same uncontrolled attempt from recurring.
7.2 Review
- Incidents, property concerns, disputed claims, and permission questions shall be referred to the appropriate office and review path.
- Nothing in this Act authorizes harm or alters Tommy's permanent seat.
