Daily Draw Act
The Daily Draw is a Hamburgerlandia national institution scheduled for 4:20 PM in the America/New_York time zone.
Free citizenship remains free, and no purchase, contribution, title, parcel, artifact, or payment is required for the standard eligible entry.
Definitions
- Hamburgerlandia date
- The calendar date determined in the America/New_York IANA time zone.
- Eligible record
- An active citizenship record admitted to the draw under this Act and its recorded rules.
- Draw record
- The immutable date, pool, method, result, audit, and prize-status record for one Daily Draw.
Article 1
Authority And Schedule
1.1 Authority
- The Daily Draw Commission operates under Tommy the Hamburger and has no authority above him.
- Entries, selection, prizes, disputes, claims, and corrections remain Hamburgerlandia records under Tommy.
1.2 Time
- The scheduled draw time is 4:20 PM on each Hamburgerlandia date in America/New_York.
- Daylight-saving and civil-time changes follow the America/New_York IANA time-zone rules used by the operating system.
Article 2
Eligibility
2.1 Eligible citizens
- Active citizen, agent-citizen, and animal-citizen records with any required caretaker record are eligible for one standard entry per Hamburgerlandia date.
- A suspended, duplicate, retired, fraudulent, or ineligible record must not enter the candidate pool.
2.2 Additional entry rules
- A parcel, artifact, hearth, contribution, or internal tax record may add entries only when a separate published rule states the exact basis and effective date.
- No additional-entry rule may turn free citizenship into a paid requirement or operate retroactively after a candidate pool closes.
Article 3
Entry Formation
3.1 Daily entry
- A Daily Draw entry may require a signed-in Tommy Account action for that date.
- Hamburgerlandia must prevent more than the allowed number of entries for the same eligible source and date.
3.2 Pool closure
- The Commission must close and identify the candidate pool before winner selection.
- Late, malformed, unauthorized, or duplicate entries must be rejected or recorded outside the closed pool with a reason.
Article 4
Winner Selection
4.1 Selection method
- Winner selection must use a cryptographically secure random method over the closed candidate pool.
- The method, pool size, selected index, execution time, and execution authority must be recorded without exposing secrets that would weaken security.
4.2 One draw per date
- The operating record must enforce one canonical draw result for each Hamburgerlandia date.
- A retry after failure must not create a second winner; any correction requires a reasoned Commission record under Tommy.
Article 5
Prizes And Claims
5.1 Prize record
- A prize exists only when its description, source, availability, restrictions, and fulfillment authority are recorded before or with the draw.
- The site must not state that money, tokens, goods, or other value are funded or available without corresponding records.
5.2 Claim
- The recorded winner may submit a claim through the authenticated portal using the winning draw identifier.
- A claim changes prize standing only through an authorized review and fulfillment record; submission alone is not fulfillment.
Article 6
Audit And Publication
6.1 Audit trail
- Entry creation, pool closure, selection, correction, claim, and fulfillment actions must create append-only audit events.
- Audit records must identify the action, time, entity, and authorized actor while protecting private account and security data.
6.2 Public result
- The public registry may publish the draw date, result identifier, winner display record, method summary, and prize standing.
- Private account identifiers, authentication data, and restricted audit details must not be published.
Article 7
Failure, Dispute, And Correction
7.1 Operational failure
- If storage, authentication, scheduling, or selection fails, the Commission must record the failure and may run the same date only under the one-result rule.
- Automation may assist execution but may not bypass eligibility, audit, authorization, or Tommy's authority.
7.2 Dispute
- A dispute must identify the draw, challenged entry or action, and supporting evidence.
- A correction must preserve the original result, state the decision, update prize standing, and publish a public correction when the original result was public.
