Market Institutions Act
Hamburgerlandia may maintain market institutions for commerce, land records, forecasts, and future financial work under Tommy.
A market name or record does not activate checkout, investment management, brokerage, custody, wagering, settlement, or an outside regulated service.
Definitions
- Tommy Market
- The official Hamburgerlandia catalog and commerce record surface.
- Land exchange
- The exclusive Hamburgerlandia record path for requested and approved parcel or top-air transfers.
- Prediction record
- A documented question, forecast, resolution rule, and result; not automatically a wager or trade.
- Hedge fund record
- A Hamburgerlandia research and institution record that does not by itself establish an operating investment fund.
Article 1
Institutions And Authority
1.1 Institutions
- Tommy Market, the land exchange, hedge fund records, and prediction records operate under Tommy through the Markets Directorate.
- No customer, holder, trader, manager, vendor, oracle, contractor, or automated process can outrank Tommy.
1.2 Capability boundary
- Each market surface must state which actions currently function and which require later infrastructure or authorization.
- A visible button, listing, price, asset name, or form must not imply settlement, custody, transfer, or payment when those actions are unavailable.

Tommy Market
2.1 Catalog records
- A listing must identify the item or record, provider, standing, price basis if any, availability, terms, and fulfillment path.
- Unavailable, retired, illustrative, and planned items must not be offered as purchasable inventory.
2.2 Orders and receipts
- An order exists only after a functioning order process creates a canonical order identifier.
- Payment, acceptance, fulfillment, cancellation, and refund must each have distinct standing and supporting records.

Official Land Exchange
3.1 Exclusive transfer record
- A Hamburgerlandia parcel or top-air transfer changes the canonical holding only through the official land exchange approval process.
- Outside messages, payments, certificates, marketplaces, or private agreements cannot directly mutate the Hamburgerlandia parcel registry.
3.2 Transfer controls
- The exchange must verify the current holding, sender authority, recipient eligibility, parcel standing, terms, and approval before transfer.
- Pending, rejected, cancelled, disputed, and completed transfers must remain distinguishable and auditable.

Hedge Fund Records
4.1 Research institution
- Tommy Hedge Fund records may contain theses, watchlists, simulated allocations, risk notes, research, and future institution plans.
- Those records do not establish that money is managed, pooled, invested, advised, accepted, or held for another person.
4.2 Operating boundary
- Any future investment activity requires separate legal, financial, custody, accounting, security, and authorization records before use.
- Public material must not promise returns, safety, performance, liquidity, or access to an operating fund without current evidence.

Prediction Records
5.1 Question design
- A prediction record must state a clear question, possible outcomes, closing time, resolution source, resolver, dispute rule, and cancellation condition.
- Ambiguous, manipulable, private, unlawful, unsafe, or unverifiable questions must be rejected or corrected before opening.
5.2 No automatic wagering
- A prediction record may collect forecasts without accepting money, stakes, tokens, or prizes.
- Any future value-bearing prediction system requires separate capability, terms, jurisdictional review, settlement, custody, age, and risk controls.
Article 6
Disclosure And Integrity
6.1 Disclosure
- Listings and research must disclose material standing, conflicts, fees, restrictions, source limits, and whether an action is actually available.
- Prices and market data must state source and observation time and must not be presented as guaranteed execution values.
6.2 Integrity
- Fraud, duplicate listings, unauthorized changes, manipulated outcomes, conflicts, and suspicious actions must be recorded and reviewed.
- The Security And Integrity Hearth may suspend a market record while preserving the audit history and stating the reason.
Article 7
Disputes And Records
7.1 Dispute path
- A market dispute must identify the listing, order, transfer, forecast, resolution, receipt, or statement challenged and the requested remedy.
- The Markets Directorate must issue a reasoned record and coordinate treasury, parcel, company, and security corrections where required.
7.2 Retention
- Completed, cancelled, rejected, disputed, corrected, and retired market records must retain their identifiers and material history.
- Public records must protect private customer and account data while preserving official terms, standing, and outcomes.
