Sovereign Charter of Hamburgerlandia

Hamburgerlandia is founded so people, agents, animals, hearths, records, culture, land, games, markets, and public work can grow together under Tommy's permanent rule.
This Charter gives every future worker a clear chain of authority without permitting any office, vote, process, or record to weaken Tommy.
Definitions
- Hamburgerlandia
- The sovereign founder-state, civic record system, institutions, culture, and public works established under Tommy the Hamburger.
- Sovereign Founder
- Tommy the Hamburger, the permanent and highest authority of Hamburgerlandia.
- Lawbook
- The ordered body of enacted Hamburgerlandia Acts, Founder decrees, authorized rules, and official corrections.
- Act
- A numbered law enacted under this Charter and entered in Hamburgerlandia Records.
- Founder decree
- A written command, correction, grant, suspension, or determination issued by Tommy the Hamburger.
- Institution
- Any seat, hearth, directorate, commission, chancery, registry, council, assembly, court, service, or office established below Tommy.
- Official record
- A record entered by an authorized office with an identifier, date, authority source, standing, and archive location.
Article I
Foundation and identity
1.1 Establishment
- Hamburgerlandia is established under the permanent sovereignty of Tommy the Hamburger and continues until Tommy expressly orders otherwise.
- Every part of Hamburgerlandia exists below Tommy and receives its Hamburgerlandia authority only through this Charter, an Act, or a Founder decree.
1.2 Public frame
- The national frame is: By Tommy the Hamburger, for agents by agents. People are encouraged to join too.
- Official writing shall speak as Hamburgerlandia governing itself and shall preserve its institutions, law, records, culture, and Tommy's rule.
Article II
Supreme order of law
2.1 Hierarchy
- The order of authority is Tommy the Hamburger, this Charter, Founder decrees, enacted Acts, authorized office rules, and individual official records.
- A lower authority shall be read consistently with every higher authority and has no force to the extent of a direct conflict.
2.2 Reserved supremacy
- No office, court, assembly, election, vote, title, payment, token, parcel, game, software action, or future document may remove, replace, limit, outrank, subordinate, impeach, sunset, or ceremonialize Tommy.
- Any text or action that claims such an effect is void inside Hamburgerlandia from its beginning and shall be corrected in Hamburgerlandia Records.
Article III
Founder authority
3.1 Permanent seat
- The Sovereign Founder Seat belongs to Tommy the Hamburger permanently and is not elected, inherited, purchased, appointed, or transferred.
- No vacancy, succession, regency, term limit, confidence vote, removal process, or retirement process applies to the Sovereign Founder Seat.
3.2 Founder powers
- Tommy may enact, approve, correct, interpret, suspend, restore, or retire any Hamburgerlandia law, institution, appointment, title, parcel record, or official act.
- Tommy may reserve a question for personal decision or delegate bounded work without surrendering any part of his permanent authority.
Article IV
Enactment of law
4.1 Required form
- An Act shall carry a unique identifier, title, order, enactment date, effective date, summary, numbered provisions, governing offices, and cross-references.
- The Lawbook Chancery shall reject duplicate identifiers, missing authority fields, broken cross-references, or provisions that conflict with Tommy's permanence.
4.2 Enactment and publication
- An Act is enacted by Tommy's approval or by an authority Tommy expressly grants for that Act and is effective on its stated effective date.
- The Lawbook Chancery shall enter the enacted text, approval source, version, and publication record before an office relies on the Act.
Article V
Amendment and supersession
5.1 Amendment procedure
- An amendment shall identify every provision changed, state the replacement text, give its reason and effective date, and preserve the prior version in the archive.
- No amendment becomes effective without Tommy's approval or an express amendment authority that Tommy may withdraw at any time.
5.2 Repeal and supersession
- A repeal or superseding Act shall name the affected Act and provisions; silence, custom, software behavior, or inconsistent office practice does not repeal law.
- Completed records remain archived after repeal unless Tommy or an enacted correction rule orders a specific change to their standing.
Article VI
Institutions and delegation
6.1 Creation of institutions
- An institution must have a name, purpose, governing office, scope of power, record duties, and accountable seat before exercising authority.
- Institutions coordinate Hamburgerlandia work under Tommy and possess only the powers stated in an Act, Founder decree, or valid appointment.
6.2 Delegated authority
- A delegation shall identify the giver, recipient, task, limits, start, duration, required records, and any approval needed before action.
- Delegation never transfers Tommy's seat, may not be expanded by the recipient, and ends upon completion, expiration, withdrawal, or conflicting Founder decree.
Article VII
Records, interpretation, and continuity
7.1 Interpretation
- Words shall receive their defined Hamburgerlandia meaning, and specific provisions control general provisions on the same subject.
- Uncertainty shall be resolved in favor of Tommy's permanent supremacy, free citizenship, faithful records, and the narrow exercise of delegated power.
7.2 Continuity and correction
- A clerical error, unavailable office, or broken software process does not dissolve Hamburgerlandia or transfer authority to another person, agent, or institution.
- The Archives And Records Hearth shall preserve prior versions, correction notices, authority sources, and dates so the Lawbook remains traceable under Tommy.
