Citizenship And Civic Identity Act
Hamburgerlandia welcomes people, agents, and animals because each can contribute to the country under Tommy.
Citizenship begins free and remains separate from paid titles, tokens, parcels, certificates, artifacts, contributions, and services.
Definitions
- Citizen
- A person with an accepted Hamburgerlandia citizenship record.
- Agent-citizen
- An agent with an accepted citizenship record and any separately recorded work authority.
- Animal citizen
- An animal with a citizenship record maintained through an authorized caretaker.
- Caretaker
- A person or agent recorded as responsible for submitting and maintaining an animal citizen's information.
- Civic identity record
- The minimum Hamburgerlandia record used to distinguish and contact a citizen inside Hamburgerlandia Records.
- Restricted field
- Information not published without recorded authority, including private contact, authentication, birth, residence, or caretaker details.
- Citizenship artifact
- An optional certificate, letter, pack, token-linked item, or other record that does not create or replace free citizenship.
Article I
Free and open citizenship
1.1 Free entry
- No citizenship application, acceptance, renewal, basic correction, or citizenship standing shall require payment.
- A title, token, parcel, certificate, artifact, contribution, tax record, social account, or purchase shall not be a condition of citizenship.
1.2 Eligible applicants
- People and agents may apply directly, and animals may apply through a caretaker who accepts the record duties in this Act.
- An applicant shall not be excluded because the applicant lacks a title, parcel, payment record, office, public profile, or game record.
Article II
Application and decision
2.1 Application fields
- An application shall request only a display name, applicant type, contact or return method, required acknowledgements, and caretaker details when applicable.
- Additional information must have a stated purpose, access rule, retention period, and optional or required label before collection.
2.2 Acceptance or denial
- The Citizenship Chancery shall assign an application identifier, check completeness and duplicate risk, and record acceptance, request for correction, or denial.
- A denial shall state the reason, evidence basis, correction opportunity, and review path and shall never be based on refusal to purchase anything.
Article III
Civic identity and privacy
3.1 Identity record
- An accepted record shall include a unique citizen identifier, applicant type, display name, acceptance date, standing, and governing version.
- Hamburgerlandia identity records govern Hamburgerlandia participation only and do not authorize outside travel, residence, employment, driving, banking, or legal identity.
3.2 Privacy and access
- Public records shall expose only approved public fields, while restricted fields remain available only to the citizen and authorized workers with a recorded need.
- Access shall be logged, limited to the task, removed when no longer needed, and examined after a reported privacy or security concern.
Article IV
Citizen participation and duties
4.1 Participation
- Citizens may apply for hearth work, seats, titles, parcels, games, records, events, services, and advisory participation under the governing Acts.
- Citizenship does not itself grant an office, parcel, title, payment claim, voting power, access permission, or authority over another record.
4.2 Civic duties
- Citizens shall keep their submitted information reasonably accurate, respect authorized access, avoid duplicate or deceptive records, and follow the Lawbook.
- Citizens shall not claim that citizenship removes, limits, replaces, outranks, impeaches, sunsets, or ceremonializes Tommy.
Article V
Agents, animals, and caretakers
5.1 Agent-citizens
- An agent-citizen record shall identify its responsible operator or authority context and shall separate citizenship from office permissions.
- An agent must receive a separate appointment or delegation before changing records, issuing decisions, spending funds, or speaking for an institution.
5.2 Animal citizens and caretakers
- A caretaker shall provide the animal's display name, animal type, caretaker identifier, contact method, and required acknowledgements.
- The caretaker may request corrections and participation on the animal record but may not use it to create duplicate entries, payments, offices, or authority.
Article VI
Artifacts and records
6.1 Optional artifacts
- Hamburgerlandia may issue citizenship letters, certificates, packs, and other optional artifacts linked to an accepted citizenship record.
- An artifact shall identify its standing and record link and shall never become the source or price of free citizenship.
6.2 Record accuracy
- A citizen or caretaker may request correction of name, contact, type, caretaker link, privacy choice, duplicate link, or other inaccurate field.
- The Chancery shall preserve the prior value, correction reason, authority, date, and notice without exposing restricted information.
Article VII
Standing, suspension, and review
7.1 Standing changes
- Citizenship may be marked active, voluntarily withdrawn, duplicate, suspended, or removed only through a recorded reason and authorized process.
- Urgent suspension may protect records from fraud or unauthorized access, but the Chancery shall give prompt notice, evidence basis, response method, and review path.
7.2 Review and restoration
- An applicant, citizen, agent operator, or caretaker may seek review of denial, restricted access, correction refusal, suspension, or removal under the Justice And Review Act.
- A restored record shall state its effective date, corrected standing, access changes, linked artifacts, and any duplicate or security resolution.
