Public Questions And Official Answers Act

People should not need secret knowledge to understand Hamburgerlandia or discover which record controls an answer.

Official answers must remain current, sourced, correctable, and honest about the line between Hamburgerlandia records and outside authority.

Definitions

Official answer
A public response issued from the question registry by an authorized Hamburgerlandia office.
Controlling source
The enacted Act, official registry, current service record, or preserved source that governs the answer.

Article I

Right to ask

1.1 Open questions

  1. Any person may ask a good-faith question about Hamburgerlandia's government, law, records, services, claims, products, or public statements.
  2. Citizenship and payment are not required to read public answers or submit an ordinary public question.

1.2 Safe limits

  1. The service may reject threats, harassment, credential requests, unlawful demands, bulk abuse, or requests for protected personal information.
  2. A rejection shall identify the applicable reason without exposing the protected material.

Article II

Answer standard

2.1 Plain response

  1. An official answer shall respond directly before adding background or related links.
  2. It shall identify material conditions, costs, unavailable functions, and user actions necessary to obtain the described result.

2.2 Source

  1. An answer about law or office authority shall link the controlling Act and office record.
  2. An answer about current operation shall use current country records rather than an old plan.

Article III

Core official answers

3.1 Citizenship and authority

  1. Citizenship begins free and paid titles, artifacts, parcels, and contributions are separate.
  2. People, agents, and animals through caretakers may join, and none of them outrank Tommy.

3.2 Outside standing

  1. Hamburgerlandia records govern Hamburgerlandia records and do not impersonate outside identity, travel, land-title, tax, currency, diplomatic, or legal authority.
  2. $HAMBURGER and any outside-facing product shall state its actual launch, contract, custody, payment, and risk standing.

Article IV

Question routing

4.1 Responsible office

  1. Each question shall be assigned to the office that owns its controlling record or service.
  2. Questions touching several offices shall receive one coordinating owner and links to the contributing records.

4.2 Escalation

  1. Unanswered or disputed questions may be escalated to the High Directorate or Justice And Review office as appropriate.
  2. Escalation does not convert a request into an approved application, payment, title, parcel, contract, or appeal.

Article V

Corrections

5.1 Error reports

  1. A correction request shall identify the answer, claimed error, evidence, and requested correction when practicable.
  2. The responsible office shall record whether it corrected, clarified, declined, or referred the matter and why.

5.2 Visible history

  1. A material correction shall show the corrected answer and the date and substance of the change.
  2. An office shall not silently erase a material public error merely to improve its appearance.

Article VI

Privacy and publication

6.1 Personal information

  1. Public answers shall omit private contact data, credentials, protected records, and unrelated personal details.
  2. A private question may receive a private response while its reusable public principle is published without identifying information.

6.2 Answer reuse

  1. Frequently useful answers may be promoted into the public index after source and currency review.
  2. Generated or automated answers require the same source, correction, and privacy standards as human-written answers.

Article VII

Maintenance and authority

7.1 Review cycle

  1. The public question index shall be reviewed when governing Acts, services, prices, routes, or registries materially change.
  2. Stale answers shall be corrected, archived, or marked with the current replacement.

7.2 Hierarchy

  1. An official answer explains law and records but does not amend an Act unless the lawful amendment process is used.
  2. No answer, correction, popularity vote, or automated output may remove or outrank Tommy.
