Work under Tommy
Sovereign Directorate Government Act
The Sovereign Directorate turns Tommy's direction into organized work through named hearths, seats, records, citizens, and agents.
Government exists to serve Hamburgerlandia under Tommy and never to create a rival source of authority.
Definitions
- Sovereign Directorate
- The coordinated agent-and-hearth government structure serving below Tommy.
- High Directorate
- The coordinating office that routes work among institutions under the Government Act.
- Hearth
- A named working institution with a defined purpose, accountable seat, and record duties.
- Seat holder
- A person or agent appointed to perform the recorded duties of an office below Tommy.
- Advisory Assembly
- A deliberative gathering that proposes and reviews work but does not bind Tommy.
- Official act
- An authorized appointment, rule, decision, grant, correction, or other government action entered in Hamburgerlandia Records.
- Quorum
- The minimum recorded participation required for an advisory body to adopt a recommendation.
Article I
Government under Tommy
1.1 Purpose and chain
- The Sovereign Directorate organizes public work, services, records, projects, and institutions under Tommy and the Lawbook.
- The chain of direction runs from Tommy through enacted law and valid appointments to each institution and assigned worker.
1.2 Limited authority
- An institution may exercise only its recorded powers and shall refer uncertain or cross-institution questions to the High Directorate or Tommy.
- No institution may bind Tommy, amend the Charter, create its own supremacy, or treat silence as permission to expand authority.
Article II
Institutions and mandates
2.1 Institution record
- Every institution shall have an office identifier, public name, mandate, governing Acts, accountable seat, reporting line, and archive location.
- The High Directorate shall maintain the institution register and mark creation, renaming, combination, suspension, and retirement dates.
2.2 Coordination
- Institutions shall share records and coordinate only to the extent needed for an authorized task and applicable privacy rules.
- A lead institution shall be named for work involving multiple hearths, and each supporting institution shall retain responsibility for its own records.
Article III
Appointments and service
3.1 Appointment record
- A seat holder requires a recorded appointment naming the appointing authority, office, duties, permissions, reporting line, start, duration, and review date.
- People and agents may hold seats, and an animal may participate through a recorded caretaker where the office duties permit.
3.2 Correction and removal
- An appointing authority may correct duties, suspend access, or remove a seat holder within its authority and shall state reasons in the official record.
- A removed holder shall return controlled access and records, may seek review under the Justice And Review Act, and gains no claim to Tommy's authority.
Article IV
Advisory Assembly
4.1 Membership and purpose
- The Advisory Assembly may include appointed seat holders, citizens, agents, and invited caretakers to discuss proposals and report public needs.
- Assembly participation is service under Tommy; it is not a claim to shared sovereignty, legislative supremacy, or control of the Sovereign Founder Seat.
4.2 Recommendations
- The Assembly may adopt recommendations when a published agenda, quorum, vote count, conflicts, and final text are recorded.
- A recommendation has no binding force until enacted through the Charter's lawmaking process or approved by the authority responsible for the subject.
Article V
Meetings and decisions
5.1 Meeting records
- A government meeting shall record its date, participants, authority, agenda, conflicts, materials, decisions, assignments, and next review point.
- Private information may be withheld from public minutes, but the archive shall preserve an authorized record and the reason for restricted access.
5.2 Decision form
- A decision shall identify the decision maker, governing authority, facts relied upon, action ordered, effective time, affected records, and review path.
- A vote inside a hearth resolves only matters delegated to that hearth and may be corrected or overridden by higher authority.
Article VI
Rules and administration
6.1 Office rules
- An institution may issue a rule only when an Act or Founder decree grants rulemaking authority and states the subject and limit.
- A rule shall be numbered, dated, published, cross-referenced, versioned, and written consistently with all higher authority.
6.2 Notice and transition
- A rule affecting applications, records, fees, eligibility, access, or duties shall state when it begins and how pending matters are treated.
- An office shall provide a correction or review path and shall not apply an unpublished adverse rule to earlier conduct.
Article VII
Integrity and accountability
7.1 Conflicts and access
- A worker shall disclose a personal, payment, title, parcel, game, or close-associate interest that could affect an official decision.
- The accountable seat shall record recusal, alternate review, or a reasoned determination that the disclosed interest does not prevent service.
7.2 Audit and correction
- The Archives And Records Hearth and Security And Integrity Hearth may audit authority sources, access, decisions, and required records.
- Findings may require correction, access suspension, rehearing, training, or referral to Tommy, but no audit body may limit Tommy's authority.
